Business Systems Analyst Trainee 1

For appointment to a Business Systems Analyst Trainee 1, you must have:

  • A bachelor's or higher degree. 
Business Systems Analyst Trainee 2

For appointment to a Business Systems Analyst Trainee 2, you must have:

  • A bachelor's degree AND one year of professional business analysis experience as described below*
Business Systems Analyst 1 

For appointment to the Business Systems Analyst 1 (SG-18), you must have:

  • A bachelor's degree AND two years of professional business analysis experience as described below*
*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:
  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
  • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are not considered qualifying experience:
  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

NOTE: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience. 

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.
For 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

55b/55c Program appointment:

Traineeship salary information:

The position may be filled at the Business Systems Analyst Trainee 1 equated to SG-14 ($53,764), Business Systems Analyst Trainee 2 equated to SG-16 ($59,994), or full performance Business Systems Analyst 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1  SG-18 following successful completion of the traineeship.  

Duties

The Business Systems Analyst 1/ Trainee 1-2 (BSA) for the Office of the State Comptroller, Bureau of Contracts, will perform a wide range of business systems analysis activities and assist in leading business process projects and business intelligence initiatives.  The BSA will apply a wide range of specialized knowledge, skills and techniques to effectively elicit, analyze, communicate, and validate requirements for impactful changes to business processes, policies, and systems. 

Knowledge, Skills & Abilities

Business Analysis:
  • Preferred – demonstrated experience in requirements gathering, analysis, modeling, communication, specification, and implementation
  • Preferred – demonstrated knowledge of Oracle/PeopleSoft products (ex. Hyperion)
  • Preferred – demonstrated knowledge of financial applications – preferably in the functional areas in use at OSC (ex. procure-to-pay, billing/accounts receivable, general ledger, budgeting/commitment control, security, workflow, grants management, etc.)
  • Preferred – demonstrated knowledge of Oracle SQL and Tableau dashboard development to create analytics to support business processes.

Analytics: ability to perform the following effectively: creative thinking; decision-making; problem-solving; systems thinking

Business: ability to understand the business environment and translate that into effective requirements

Communications: ability to express oneself and communicate with others verbally and in writing; ability to transmit and receive information clearly and succinctly with respect to the intended audience

Interpersonal: ability to demonstrate effective conflict management, flexibility, adaptability, and emotional intelligence; ability to work in a dynamic team environment

Stakeholder Relations: ability to demonstrate exceptional, value-added service to internal and external customers

Technology: ability to use Lotus Notes, Microsoft Word, Excel, PowerPoint, Access, Visio, Outlook, MS Teams and Project effectively and efficiently; ability to understand the Statewide Financial System (SFS) and its various processes

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
